COMPANIES hungry for workers cheered yesterday when the Government announced that they can soon hire more foreign workers.

They can do so at all levels but a bigger chunk of these extra workers looks set to be mid-level skilled workers, or S-pass holders, due to strong industry demand.

This is because these workers can form up to 25 per cent of a company's total workforce, a jump from the current 15 per cent. An S-pass worker, who is a notch above a work permit holder, must earn at least $1,800 a month.

The changes in the various industries' dependency ratios - which is the number of foreigners a company can employ relative to its local employees - will take effect in January.

They were announced by Manpower Minister Ng Eng Hen last night at the Ernst and Young Entrepreneur of the Year event, at which logistics firm YCH Group's chairman and chief executive, Mr Robert Yap, won the title.

In applauding the changes, the Singapore National Employers Federation, said: 'They are a very welcome, very timely and very significant response from the Government.'

Its executive director, Mr Koh Juan Kiat, also said that potentially, the 10 percentage point increase in S-pass holders may see between 50,000 and 100,000 workers coming in.

Employers have recently called for the foreign worker quota to be raised. Faced with a buoyant economy, many struggle to fill job vacancies.

It was a situation not lost on Dr Ng.

He said that to succeed as an 'economy built on high innovation and value addedness', relying on talent in Singapore is not enough.

There is a limit to the growth of Singapore's resident labour force, he said, referring to a workforce that includes permanent residents as well. It eased off to just 2 per cent this year.

At the same time, unemployment is at a 10-year low - 1.7 per cent in September.

Dr Ng also noted a crucial condition that helped Singapore become the world's most competitive labour market this year. This factor is that companies here have access to the manpower they need.

Hence, the introduction of the measures to ensure such access continues.

But with the higher proportion of S-pass holders being allowed in, the Manpower Ministry is hoping companies will use it to improve the quality of their foreign workforce.

Contractors look set to do so. Mr Simon Lee, executive director of the Singapore Contractors Association, said the new S-pass quota comes in handy because contractors would need more skilled supervisors to lead bigger groups of workers, as building activities at a few major projects are expected to intensify from mid-2008.

However, Mr Kellvin Ong, Rendezvous Hotel's general manager, cautioned: 'We also have to be mindful of the bottomline. S-pass workers have to be paid a minimum salary.'

Citigroup economist Chua Hak Bin said that in sectors like construction, allowing more foreign workers will mitigate labour costs and 'more importantly, the greater risk of project delays due to a shortage of workers.'

Besides the quota changes, the Manpower Ministry is also removing the two-year requirement for higher-paid workers eyeing a personalised employment pass (PEP).

This pass, introduced this year, lets them remain here for up to six months in between jobs. Currently, those earning at least $7,000 a month must work here for at least two years before they can apply for a PEP.

But from March 1 next year, those whose last-drawn fixed salary abroad is $7,000 a month can apply straightaway for the PEP.

Strong waves batter Philippines

MANILA - BIG storm waves battered provinces along the Philippines' western and southern coasts, sending over 8,000 people fleeing and killing at least three, officials said yesterday.

High waves spawned by Typhoon Hagibis flipped over two boats in Taal Lake, south of Manila, leaving at least three people dead and six others missing, said regional disaster response official Tomas Ortega.

Two Chinese fishing boats sank in rough seas off Palawan Island in the South China Sea on Tuesday, and at least 12 people are missing, said the Philippine Coast Guard.

Hagibis, which has weakened to a tropical depression, killed 14 people in the Philippines last week before turning west towards Vietnam, then making a dramatic U-turn over the South China Sea and returning to the Philippines.

Along the west coast of the northern island of Luzon - which was jolted by a magnitude 6 quake on Tuesday - more than 5,500 people fled to emergency shelters and safe areas yesterday after waves swamped their communities, said Mr Armando Duque, head of the regional Office of Civil Defence.

More than 2,500 people fled from southern coastal areas, and at least 250 huts were destroyed.

The media said China had sent three vessels and a helicopter to rescue more than 700 fishermen stranded in the South China Sea.

Singapore to hear kids voices from heaven

MANILA - FORMER Singapore music teacher Ong Ai Lin was scouting for a location to open a feeding centre for infants in an impoverished quarter of Manila when she heard the 'heavenly voices' of a children's choir.

'It was the purity and passion of their singing; my heart was in my throat,' said Ms Ong, a volunteer for a Philippine anti-poverty group.

Enthralled by the beauty of the young voices singing inside a community centre, Ms Ong - a choral instructor for 28 years - introduced herself to their music teacher.

'The thought immediately struck me of how wonderful it would be to bring these children to Singapore to sing,' she said.

Back home, Ms Ong's idea got an enthusiastic response from parishioners at her church, St Teresa's on Kampong Bahru Road.

The members of the Tatalon Children's Choir and four adult minders flew into Singapore yesterday and will perform on Dec 1.

Tatalon is a sprawling district in the capital's Quezon City and is nicknamed 'Little Tondo' after the notorious slum near Manila's docks.

The children are aged mostly between 9 and 14.

'When I first heard the choir in April they were practising to sing at an event in the town of Baguio,' said Ms Ong.

'Even though they didn't have enough money for the transport, they continued to practise. They were so sure something would turn up.'

It did.

240 000 new PRs citizens in next 5 years

Singapore can expect to add about 200,000 permanent residents (PRs) and 40,000 citizens to its fold in the next five years, if it draws the same numbers as it did in the last five years.

This is part of the three- pronged approach to arrest a falling birth rate, along with encouraging more Singaporeans to have babies and keeping citizens based overseas committed to the country, said Deputy Prime Minister and Home Affairs Minister Wong Kan Seng.

In his written answer to Non-Constituency MP Sylvia Lim on the Government's projection for additional foreigners, Mr Wong also revealed that the Republic had a yearly average of 38,700 new PRs and 8,300 citizens from 2001 to 2005.

This works out to 193,500 PRs and 41,500 citizens over five years.

Mr Wong said many new PRs and citizens were employment pass holders - usually graduates or diploma holders who are skilled professionals or managers in areas such as finance, biomedical sciences and the creative industries.

He added that many countries are competing for talented migrants to increase their population.

Even Japan has begun to open its doors to non-ethnic Japanese immigrants, he said, noting a recent report that more than two million such immigrants are Japanese citizens today

THESE Filipino prisoners dancing to Michael Jackson's Thriller are the stars of a new video making the rounds on YouTube.

The video, shot in a provincial jail on the central Philippine island of Cebu, shows some of the 1,600 inmates dancing in a routine to the Jackson hit.

It has attracted more than 1.9 million views on YouTube.

The website also shows routines for Queen's Radio Gaga and music from the hit move Sister Act.

It was the brainchild of special security consultant Byron Garcia, who also put the videos on YouTube.

He said they began the dancing routines last year after he noticed that very few of the 1,600 prisoners were taking part in the callisthenics and push-ups that the jail was offering for their exercise. And they even hired a choreographer: Vince Rosales, a former provincial capital employee who also manages a dance group.

The inmates also have dance routines based on local pop songs, and these have also been added to YouTube. - AFP.

Baguio

On my trip to the Philippines, the first city that I visited after Manila was Baguio. We left Manila on a hot, humid day ... sat on the runway sweating in the cabin of the YS-11 ... then finally got airborne and headed to Baguio. After ~45 minutes of flying, the mountains came up from the plains, and we landed on a mountain top airstrip. It was *much* cooler in baguio!

Nayon ng Kabataan (NK) is a residential facility that provides comprehensive program for the care, training and development of children until a suitable home or their families are found and ready to take them back.
CLSF Mandaluyong's ministry at Nayon was birthed in the heart of Pastor Francis Domingo when he saw the condition of these children during the Unilab annual community service held there. The burden was further increased when William and Baby Lim, a Chinese Christian couple, requested the assistance of CLSF in blessing the children of NK on December 20, 2004. It thus hastened CLSF Mandaluyong's ministry's opening at Nayong Kabataan
